Niko meets his former lover, Michelle, outside an office building in Algonquin. She reveals that her name is actually Karen and she works for the government. Niko is obviously still upset that "Michelle" lied to him, and Karen apologizes to Niko for betraying him, and then introduces him to her boss, a government agent addressed as "The Contact", before leaving him for good. The Contact tells Niko to gather information on a man named Oleg Minkov.
Niko leaves the ULP building and drives to Oleg Minkov's house in Hove Beach, Broker. Niko breaks into the house, but it is empty. Niko finds Minkov's laptop and reads an email from a man named Vasily, who tells Minkov to meet him outside a jeweller's shop in Hove Beach.
Niko leaves the house and drives to the shop, and then sees Minkov driving over to Vasily, whom was waiting for him already. Vasily approaches Minkov saying that he worried him and that he was even thinking that the man behind Minkov was watching him. Minkov realizes that the man (Niko) was indeed waiting for him and he bids Vasily farewell before driving off. Niko chases Minkov throughout Broker and Algonquin before he eventually manages to kill Minkov. Niko phones the Contact to inform him of Minkov's death and the mission is completed.
That doesn't matter. You need to meet me outside the United Liberty Paper building in Algonquin. It is very important that you be there. Goodbye.
United Liberty Paper Building
Niko waits outside the United Liberty Paper building. A man walks past Niko into the building.
Man:
Look, I'm not in the business of caring about people's feelings, bud. Yeah? Boo fucking hoo...
Michelle emerges from within the building and approaches Niko.
Michelle:
Hey.
Niko:
Hi.
Michelle:
Listen, I know what you must be thinking, but don't bother.
Niko:
I'm sorry, but I don't see how you know what I must be thinking.
Michelle:
You've killed people. You should be dead yourself, or inside. You're just lucky it was me, and not someone else who got their hooks into you.
A tense pause before Michelle continues.
Michelle:
I'm sorry that I lied to you. And... and weirdly in some ways you're a nice guy... better than the creeps I normally date. But you're damaged goods.
Niko:
No doubt.
Michelle:
Let's go.
She leads Niko into the building. The man from before exits.
Michelle:
In here.
Man:
So I said hoist? Flagpole? Salute? Eat my ass, buddy, I'm up for the promotion, and you're not!
Inside the building, Michelle leads Niko down a hallway, stopping at a door labeled with the number 396.
Niko:
What the hell are we doing here?
Michelle:
We're going to meet someone.
Niko:
Sounds fun.
Michelle:
You know, you and your cousin, you should get out. What you're looking for you won't find. Feds are all over it. Crime is done. You've watched too many movies.
Niko:
Whatever you say, Michelle. Or whatever your name is.
The FIB? Do I look homosexual? Do you think I care about the size of your Johnson? Now... you can't always tell who the good guys are. I'm not a good guy. But I'm fighting with them, and guess what? So are you.
Niko:
Hooray.
ULP Contact:
That's the spirit. Nothing like a bit of sarcasm when someone's got you by the balls. Now, I need you to find something out for me. Find out everything you can about a man called Oleg Minkov. He lives on Iroquois back in Hove Beach.
Niko:
And if I say no?
ULP Contact:
I hand your file over to those cretins in the FIB and organized crime is dealt another serious blow. Go to his house. Any problems, call this number.
He hands Niko a business card.
Niko:
What's your name?
ULP Contact:
Not relevant. Call me. Very soon. Go.
Niko starts to leave.
ULP Contact:
And hey... welcome to America. Баш као и стара држава.
Niko:

Niko leaves.
Oleg's House
Niko arrives at Oleg's house and knocks on the door, jiggles the doorknob, then kicks open the door.
Niko:
Mr. Minkov? Anybody here?
Nobody is there. Niko enters the living room and finds a laptop open. He calls the ULP Contact.
ULP Contact:
What have you got for me?
Niko:
Not much. He keeps a clean house, he's got a computer.
ULP Contact:
Check his e-mails. Call back with any information that would indicate his current whereabouts.
Niko checks Oleg's e-mails and finds one from Vasily with the subject line "Meet me."
(e-mail) Oleg, Come on. You're acting crazy. You aren't being watched by government spies. Your phone isn't tapped. You don't need to drink that bottled water or eat from those tins because no one wants to poison you. Please get that into your head. Anyway, of course I'll meet you. I'll be outside the jewellery shop off Tulsa Street later on. See you, Vasily
Niko calls the ULP Contact again.
Niko:
There's an e-mail that says he's meeting someone at Tulsa Street in Hove Beach.
ULP Contact:
Perfect, I'll send someone to pick up the hard drive. You go to Tulsa Street, eliminate Minkov.
Niko:
Whoa, killing is very different from gathering information.
ULP Contact:
You are acting in the interests of your new countrymen and keeping yourself out of prison. For once this is a murder you don't have to feel confused about. Dispose of Minkov then call me.
Niko goes to the meeting point, on Montauk Avenue near Tulsa Street, in a vehicle. As he waits, another car pulls up in front of his. A man walks up to the window of that car.

Oleg:
Все, он меня дожидался. Пока, братан.
Oleg drives off. Niko gives chase. If Niko is able to stop Oleg's car, he can say the following:
Oleg:
Please don't kill me. I did not mean what I was saying. They were just ideas. It was not meant to be taken literally. I meant no harm to this great country, или для России, если они тебя прислали.
Mission Complete
Niko kills Oleg, then calls the ULP Contact.
Niko:
Minkov is dead, the country is safe.
ULP Contact:
Not by a long shot, smart ass. Nothing is safe, no one is safe. Maybe something has been averted, maybe delayed. I'll be in touch. Goodbye.
I'm sorry, I got to Minkov's friend before he arrived.
ULP Contact:
Got to? You need to learn to control yourself, Bellic. Come to see me again.

Trivia[]
There is a glitch that this mission may delay the main storyline if Michelle does not call Niko for an extended period of time (if Niko calls Michelle, they will still be greeted by her voicemail). Oddly enough, the player may also receive the ULPC's email that they are supposed to receive after completing all of his missions.
When Niko meets the Contact for the first time, he asks the Contact if he works for the FIB, to which the Contact sardonically asks Niko if he looks homosexual. This is a reference to the semi-confirmed homosexuality allegations towards J. Edgar Hoover, the first Director of the FBI.
When Niko asks the Contact if he should refuse this mission, a map of the real world is shown.
It is possible for Minkov to technically survive the mission without consequence. If the player fires multiple rounds into his car at speed, Minkov will bail out once it catches fire, and the mission will pass after the car itself explodes soon after. Under ideal circumstances - too slow and the explosion will kill him, too fast and simply bailing will kill him, too populous and he'll get run over - Minkov will indeed survive, merely acting as a wounded pedestrian might. As Niko replies normally in the follow-up-phone-call as if Minkov were dead, this is considered a glitch.
