She only appears during the mission "Balls", in which Umberto Robina tries to seduce her, where she says that she is a lesbian and has a stable relationship with her partner.
During the mission it is possible to hear her saying that she is the secretary of social services of Alberto Robina, which implies that he committed a crime and was submitted to social services to pay his sentence.
Her real name is never heard in the game, Rockstar credited her with the name "Welfare Woman".
