San Andreas will always be my favorite. It has all kinds of awesome cheats, I love how big it is, oh, and I love CJ, he's really funny. The vehicles are pretty cool, too. Like you could even take a lawn mower and drive it around. I also loved that it was based on a state. You could go see the desert in Bone County (My favorite area of the game because I live in Arizona), see the beach of Los Santos at the Santa Maria Beach, mess with the goverment by flying over Area 69 (Be careful, they might try to shoot you down), see the farms and countryside in Red County, see the casinos in Las Venturas, see the cable cars in San Fierro... the list just goes on. There's all kinds of things to explore. There's all kinds of myths to explore, too (Some myths I have found to be true, but some are just false). It's just a really fun game. :) Another thing I also like about this game is that it has Railroad Crossings in it, so you could park things on the tracks and watch the train hit it, and I also just really like trains. :) That's about all I have to say about San Andreas. About Vice City, I haven't played it yet, I should one of these days, though, I doubt it would be nearly as awesome as San Andreas. ;)
