Ted is a taxi driver at Kaufman Cabs. Little is known about him, but Doris warns Tommy to "go steady" on him as he has recently returned to work following a hernia operation.

In 1986, Ted is seen working on a taxi when Tommy Vercetti purchases the Kaufman Cabs depot. He can be often heard in the Kaufman Cabs dispatch radio outside missions.
