We know that the broken bridge is from the earthquake, but that isn't in Doherty like these buildings are. It therefore seems likely that these buildings are simply remnants of the earthquake that are just now being cleaned up. Plus the game takes place in 1992, 9/11 didn't happen until 2001. San Fiero and New York

- Based on your logic, the "Waste Ground" could also be based on the remains of the Oklahoma City bombing. It is also where a building used to stand and the area resembles the shape of that building.
