GTA 3 era and GTA 4 era seperate ?

If he appears as the same person with the same name in both eras, that must mean both the GTA 3 Era and GTA 4 Era must some how be related. I thought Rockstar said they are in no way related, can someone please explane why R* dose this if they say that theres no connection ?
