From reading this article, it appears to me that this article does refer to a distinct character (as opposed to a generic Pedestrian) in Grand Theft Auto: Vice City Stories; therefore I do not believe that this article should be deleted.

I say no, for the reasons stated in my message above. I must say that this page's deletion is anything but "speedy", as the proposal has been open for more than a year as I write this message, and the page is still here.

I think this page needs expansion. There is definitely a different Diego who features in High Wire, though I'm not too sure whether he appeared in the final mission. It's been over five years since I played through VCS and I don't have the time or energy to play through it again.
