The Special Agents is an unnamed law enforcement agency in Grand Theft Auto 2.
Description[]
When the player gets a five-star wanted level, they will replace the police. Then Special Agent Cars will deploy two special agents with one armed with a Shotgun, and one with a Silenced Machine Gun. Also, they will pursue the player across the map. They look identical to firemen and Zaibatsu Corporation goons. Unlike the police, the special agents actively try to kill the player rather than arrest them.
Vehicles[]
The Special Agent Car they use is based on a civilian Eddy 2-door sedan, sharing the same vehicle details, but otherwise possessing separate performance stats. Other distinguishable features on the car include its black body color (which is not available for the Eddy), and a red strobe light which is attached to or detached from the roof by a hand that pops out from the driver's/passenger's side window.
Influence[]
While the official synopsis implies that the Special Agents are the equivalent of the FBI, the GTA 2 Design Document shared by Mike Dailly confirms that they are conceptually inspired by multiple real-life and fictional agencies, including the CIA, the ATF (present in the original Grand Theft Auto) and the UFO conspiracy/pop culture-related "men in black" government agents, which inspired the sci-fi franchise of the same name[1].
