The building is located between Amethyst Street to the north, South Parkway to the south and Albany Avenue to the east. It is built directly next to the Goldberg, Ligner & Shyster Building to the west.
It appears as a 20 story high building, appearing to serve as a secondary office building for Goldberg, Ligner & Shyster, housing part of the main building's interior, located along South Parkway in The Exchange. The building has corners on Albany Avenue and Amethyst Street. Construction work can be seen on the eastern side of the building and a food stand on the north-east corner. American flags can be seen hung from the building on two sides.
The building appears to be based on the former 15 State Street in Manhattan, New York City, a building which originally sat in the place of the current-day 17 State Street, which is also portrayed as one of the South Parkway-Denver Avenue Buildings in GTA IV. It also vaguely resembles 90 Broad Street in Manhattan, New York City, assuming a similar facade design and location within the Financial District, to which The Exchange is based on.
