Avenging Angels
The Avenging Angels seek to clean the streets of Liberty City from crime, and Toni Cipriani can join them by wearing the Avenging Angel's Fatigues and participating in fights against various gangs. This organization is based on the real-life "Guardian Angels" organization with the same purpose.

South-West of Belleville Park, a billboard ad can be seen for a pornographic film called Let Me Bounce starring Candy Suxxx, the porn star from GTA Vice City.

Carl Johnson
On the eastern side of the Liberty City Cathedral, next to it, if the player looks up they will see Carl Johnson from GTA San Andreas in a blueish Heat ad. This is, in fact, one of the early screenshots of GTA San Andreas released by Rockstar.

C*NT FLAPS
C*NT FLAPS (Citizens United Negating Technology For Life And People's Safety) is an anti internet organization, claiming that the internet is the root of sick and twisted evil. This is a parody of the activism against violent video games, television, and the internet, that influences young minds to perform violent or perverse acts. In addition, the character "Jack" in the C*NTFLAPS radio advertising, who appears to be a pedophile that arranges, through the internet, to personally meet a young boy, is also a likely jab at Jack Thompson, a prominently vocal critic of the GTA series.

Electron Zone Radio
Electron Zone Radio is a talk show on the LCFR radio station. The hosts' names are Steve and Bill and each represents a different operating system, Steve represents TOS, and Bill represents Fruit OS. These two characters are based on Steve Jobs, who is one of the two founders of the Apple computer company, and Bill Gates, who is founder and president of the Microsoft company. While the operating systems are the parodies of DOS and Apple operating system.
On a promotional website for the game, ElectronZoneRadio.com[1], the last message sent by a Fruit OS user mentions Imooga about their Jiz drives, that suck. He claims that he had 5 drives die on him when backing up his Cavern of Sorrow levels that he developed. This device is a parody of the real-life Zip Drive, manufactured by Iomega.
Introduction-GTALCS
GTA III soundtrack remixed
After the opening credits, during the opening scene where Toni gets off the bus and calls for a taxi, the music in the background is a remixed version of the main theme from GTA III. Also, the briefcase that Toni is carrying, with a Rockstar Games logo on it, is the same briefcase that Carl Johnson was carrying in the opening scene of GTA San Andreas.

Hand Held
Around Paulie's Revue Bar in the Red Light District, the player will find numerous billboard ads about dirty films, one of them being for a film called Hand Held. This is a clear reference to the fact that GTA Liberty City Stories was first released on the PSP; a handheld console.

Hot Coffee
At the end of the mission "Taken for a Ride", Maria Latore invites Toni in for a coffee. This is a reference to the removed Hot Coffee minigame from GTA San Andreas, where Carl's girlfriends may invite him into their house for some "coffee", which, in reality is actually sex.

Madd Dogg
Found at the back of the Portland safehouse, there is a billboard ad for Still Madd, an album released by Madd Dogg, the rapper from GTA San Andreas.

Michael Hunt is back
On a promotional website for the game, LibertyCityStories.com[2], there is a message left by "clambake" with the title "MICHAEL HUNT IS BACK!" featuring an image that reads "The Love Silo is back!", with a pill behind a heart, forming a shape of a penis. Also Michael Hunt mentions The Gurning Chimps, a British rock group that was mentioned in GTA San Andreas "The Introduction" movie. The host Michael also mentions Maccer, who vomited on his shoes at the band's backstage party.

Motorcycles
In the game's manual, there is a Liberty Tree article about a protest group called A.R.S.E, calling to ban motorcycles, funded by the Maibatsu Corporation. This explains why there are no motorcycles in GTA III and GTA Advance.

Pedestrians from GTA San Andreas
The Mainframe is a movie advertised in-game about five college students that take LSD and discover the 'truth'. The radio ad mentions that they discover that they are trapped inside a computer. This movie is a parody of The Matrix. Furthermore, the characters on the poster are all pedestrians from GTA San Andreas, while most were even used as a character in the story; (from left to right): Sweet's Girlfriend, Alan Crawford, Da Nang Boys member, pedestrian seen within Bone County and Tierra Robada, and the rightmost girl is Barbara Schternvart. Barbara's model is also used in an ad for a movie called Silent But Violent. That movie's name is a reference to flatulence, as hinted by the green gas around the woman, another example of Rockstar's crude humor. The reviews of the movie also heavily allude to this.
Sunshine Shine is a boy band in the game parodying boybands of the late 1990s such as The Backstreet Boys, Boyzone, NSYNC, etc. Their tagline and description on the official Lips 106 website also insinuates that the band might be closeted homosexuals, a stereotype of boyband members.[3]

The members of Sunshine Shine use the model of the black crack dealer pedestrian from Grand Theft Auto: San Andreas. The posing the band does on the picture is also taken from the dancing animation in GTA San Andreas.

Sonny Forelli
A poster for a film called Sonny Forelli: A Real Story can be seen around Pike Creek in Shoreside Vale. This seems to be a film about Sonny Forelli, the main antagonist in GTA Vice City. The poster also features two members of the Russian Mafia from GTA San Andreas. The film is likely based on the 1997 crime drama Donnie Brasco.

The Hidden Sign
In the very southwestern block of Bedford Point, in front of the Love Media Building (or behind the Liberty Tree Offices), there is a big parking lot (where the GTA III mission "Kingdom Come" takes place). Coming from the Love Media building, through the alleyway, use a truck and a car to climb over the wall to get access to an area where the player can find a hidden sign in a southern corner. The sign will read different text on different platforms:
  • On the PSP version (2005) – "HELLO AGAIN!" with a smiley face and welcoming hands. This is a reference to the same Easter egg in the same location from GTA III.
  • On the PS2 version (2006) – "You just can't get enough of this alley, can you?", with the same smiley.
  • On the mobile version – "You werent supposed to be able to get here you know". The same message from GTA III.

The Liberty King
The Liberty King movie poster features a GTA III artwork of Donald Love. Furthermore, it is possible that Joe and Jack Jones are a parody of real-life film directors The Coen Brothers. The Liberty King itself may be based on the movie King of New York, which was released in 1990.

The Third Leg
The Third Leg is a play advertised around Liberty City. The play's name comes from the term "having a third leg", which refers to someone with a long penis.[4] The graphic on the advertisement depicts one such person. The graphic design on the ad is similar to the one on the real-life film cover of The Man with the Golden Arm.

Toni's Weight
Maria, Mrs. Cipriani, Salvatore, and other characters in the game pressure Toni that he is too thin and needs to eat more. This may explain why Toni becomes fat in the short time between 1998, the timeline of GTA Liberty City Stories, and 2001, the events of GTA III.

Bedford Point News Tickers
In Bedford Point, Staunton Island, in the area full of lights and billboards near Phil Cassidy's Fully Cocked Gun Shop, there are news tickers. Among these messages, numerous references to real-life pop culture can be found:

Among these it is worth noting the line "GRAND THEFT PORTO - OUT NOW", which is obviously a reference to the game itself, in fact "Porto" can be attributed to the word "portable" (PlayStation Portable).

Bickle'76
The Bickle'76, a modified Taxi unlocked via the Taxi Driver side-mission, is likely named after Travis Bickle, protagonist of the film Taxi Driver.

Dragon Outfit
The Dragon Outfit is a clear reference to the same outfit worn by Bruce Lee in the film Game of Death and also by Uma Thurman in the film Kill Bill.
Fireman Sam
Sam the fireman is the name of a playable character in the mulitplayer mode. This is a reference to Fireman Sam, a children's TV series about the adventures of Sam the fireman in a Welsh village.

Lionel Hutz
In the mission "Rough Justice", Salvatore Leone refers to Toni Cipriani as Lionel when he is dressed in the Lawyer Outfit. This could be a reference to the incompetent lawyer Lionel Hutz in the animated series The Simpsons.

Mr Benn
Mr. Benz is the costume shop where Toni gets his Lawyer Outfit in the mission "Rough Justice", and the Tuxedo Outfit in the mission "A Date With Death". The shop's name is a reference to Mr Benn, a children's TV series where Mr Benn enters a magical costume shop where he travels to places dictated by his costume, and solves problems.

Gravestones
Some major characters are killed by Toni Cipriani throughout the story; gravestones bearing their names appear in Liberty City Cemetery. Each tombstone reads:
Snow-GTALCS
Snow
It can snow in Liberty City, but only in the PSP version of the game, and only during a Car Salesman side mission. If the player continues after level 6 and reaches level 9, a snowy weather effect starts to appear and continues appearing in further levels. This is possibly there to make driving more difficult. The snow disappears if the player fails or cancels the mission, and Car Salesman cannot be played again afterwards, so the snow can only be seen once.
