Sean is a drug dealer in Liberty City, not affiliated with any gang.

Sean appears as a special interactive dealer to be encountered by Huang Lee, unlocked after the player destroys all 100 security cameras and syncs their game to the Rockstar Games Social Club. Sean is not available in the Android and iOS ports by War Drum Studios, due to the Social Club not supporting either of those ports.
Found in the lighthouse in Colony Island, Sean sells drugs for approximately half their average street value, enabling the player to make large profits.
After completing the final storyline mission Salt in the Wound, Huang Lee receives an e-mail from Sean, informing him of the presence of the two Lions of Fo, which unlocks Xin's mission strand as part of yet another downloadable content from Social Club.

Sean shares his character appearance, dialogue and e-mail messages with all other drug dealers with no gang affiliation. In the original Nintendo DS release, all drug dealers lack unique appearances, appearing offscreen during the deals.
