The SPANKed-up Madmen are users of SPANK, a drug that takes a serious toll on the user's sanity.
Events of Grand Theft Auto III[]
During the mission Kingdom Come, the SPANKed-up madmen with bombs attached to their chests attempt to kill Claude in the parking lot behind the Liberty Tree Offices, a plan devised by King Courtney and Catalina. The madmen shout various threats and let out crazy laughs while running towards Claude, preparing to kill themselves by exploding the bombs they are wearing on their chest as soon as they approach him.
