Ralph Ostrowski is a bail jumper in Grand Theft Auto V. He is located in Davis Quartz, Blaine County (just southeast of Sandy Shores).
Tips
Ralph will be alone, but might attempt to flee in a Landstalker if the player gets too close. He can be easily brought down with a Stun Gun. If he does try to escape in a vehicle, shooting two of the vehicle's tires out will make him surrender. Once he surrenders, approaching him will allow him follow you to a car. If the player wishes to kill him, he can easily be killed with a Sniper Rifle from the top of the quarry.
