Raf De Angelis is the most trusted business consultant of Mr. Faber.
At some point in 2023, he met Miguel Madrazo, the heir of the Madrazo Family, in an unspecified event in the Bahamas.

In 2025, the GTA Online Protagonist joins Mr. Faber's network of illicit businesses via a tip-off from Martin Madrazo. De Angelis has made a list of local legitimate businesses to be converted into fronts for money laundering. After the GTA Online Protagonist agrees to invest and run these businesses as a boss, De Angelis is assigned by Mr. Faber to oversee the businesses and report directly to him if the everything is running smoothly as planned.
After the meeting, De Angelis introduces the GTA Online Protagonist to the first business, the Hands On Car Wash in Strawberry, which will be converted into a money laundering front once they achieve a steady legitimate profit from it. Meanwhile, De Angelis runs a background check of the Higgins Helitours warehouse and Smoke on the Water, both potential lucrative businesses to be acquired after the car wash is up and running.

Raf is of a fairly muscular build, and dresses cleanly with a black-and-white Sessanta Nove collared shirt and Crowex watch.
Personality[]
Raf is loyal to Mr. Faber and friendly with the protagonist, calling the latter "boss", but occasionally "hot stuff". He may end a phone call with a "love you," hinting at a slight romantic attraction to either gender of protagonist. His romantic side can further be seen, for instance, after a Car Wash job, where he comments about the customer "[falling] in love with the guy on the phone."
Despite his trust in the protagonist, he can be a bit embarrassed to ask them for help, as observed in the Current Liabilities mission where Mr. Faber cannot know that GJ had gone missing.
Raf is a hard worker, but also evidently loves to party, mentioning how he has been up for days "crunching numbers" and "crushing uppers" in Compound Interest.
