Events of GTA Advance
Very little is known about this person whose name is never mentioned in the game, it can only be said that he likes cars and speed. He will be in charge of testing Mike's skills in different cars during the street races of each of the Liberty City islands.
He uses the same artwork as the manager in one of the Cisco's shops who brings shoes to Mike in the mission Flying High.
