Phil is a minor character that appears in Grand Theft Auto Online.
Description
Phil appears in the final cutscene of the Series A Funding online heist. He is an DOA agent that sets up a drug deal with Trevor. He tries to arrest Trevor after he discover his true identity, but Trevor manages to escape from the DOA narrowly.
