Pepe is a customer of Alberto Robina's café in Little Havana. He appears to be a close friend of Alberto and another customer named Pablo.

Pepe and Pablo make non-speaking appearances in all of Umberto Robina's missions (except Trojan Voodoo), sitting at a table inside the café, drinking coffee, interacting with Alberto in the background and reacting to Tommy and Umberto's dialogue.

- In The Definitive Edition of Grand Theft Auto: Vice City, during the mission Stunt Boat Challenge, when Alberto says "Hey, he call you dumb, son," Pepe's model is moving his mouth to speak instead of Alberto. This is an oversight by Grove Street Games.
