Pedestrians in GTA IV vary massively when compared to previous titles. As well as improved AI tracking and pathing, the additional settings and parameters pedestrians may have applied to them allow them to each carry unique characteristics, as well as individual voices, walking animations, strength, ability and general social and physical behavior.
