Papi is a minor character featured in The Ballad of Gay Tony. He is a drug connection to Armando Torres and Henrique Bardas, who set up a meeting with him in East Hook to buy a package of heroin. Shortly after greeting each other, the deal is raided by NOOSE. Papi thinks they've been followed, but as soon as Armando reveals the phones might have been tapped, he refuses to work with Armando & Henrique again, calling them amateurs.

It's most likely that Papi is not even his real name or nickname. For some Latin people, especially Dominicans, they use Papi (literally Daddy in Spanish) as an affectionate way to address each other, like dude, bro, buddy, etc. So it's most likely his real name or nickname is completely unknown.
