Papi is a character in the GTA IV era, who appears in The Ballad of Gay Tony. He is a drug connection to Armando Torres and Henrique Bardas, who set up a meeting with him in East Hook to buy a package of heroin. Shortly after greeting each other, the deal is raided by NOOSE. Papi thinks they've been followed, but as soon as Armando reveals the phones might have been tapped, he refuses to work with Armando & Henrique again calling them amateurs.
