The Willard Outreach Faction is a law enforcement car appearing in Grand Theft Auto Online as part of the Agents of Sabotage update, released on 19 December 2024.
Influence[]
The Outreach Faction is the law enforcement variant of the Faction Custom, which in turn is a derivative of the Faction, based on the 1982–1987 Buick Regal, specifically the Grand National, Turbo-T and T-Type models, as well the 1987 GNX. The Outreach variant is most likely inspired by a few 1987 Buick Regals used by the law enforcement of Connecticut, such as the GNX D.A.R.E. unit used by the Bridgeport Police Department, and the former unmarked Regal T-Type and Grand National units used by the Connecticut State Police. The Outreach's lowrider status is likely inspired by several police departments making lowrider variants of their fleet in an effort to connect with communities; notable examples include the Oceanside Police Department in California and the Tuscon Police Department in Arizona.
Design[]
The vehicle shares most of its design and features with the Faction Custom, but is depicted as a police car, equipped with steel wheels, several lightbars and additional police equipment inside.

- Available for a trade price of $3,112,500 after completing Slush Fund as leader and completing Slow and Low as part of Lowriders.
- May spawn as part of the LSPD Community Outreach random event, alongside the Coquette D10 Pursuit, at the BJ Smith Recreational Center, in an alleyway adjacent to the Davis Sheriff's Station, or at an apartment complex on Carson Avenue in Rancho. The player must be in the lobby for at least 20 minutes, and then must have 10 minutes to go to one of these areas. These vehicles cannot be stored or used for Dispatch Work.
- This was the only way to drive the vehicles before their official release.

Oversights[]
- The Outreach Faction is classed as a lowrider, and is automatically equipped with the first 'hydraulics' option by default when purchased, which will override the stored police equipment in the trunk; however, it can be obtained through the use of glitches.
- The Outreach Faction features the same engine bay customization options seen on the original Faction Custom; however, these are hidden options and are unavailable without the use of glitches.
- The custom roof-mounted lights and horns can easily fall off in a collision, behaving similarly to the roof-mounted signs on the Taxi.

Trivia[]
- The "Outreach" part of the name refers to urban police precincts in the 1990s that used confiscated cars, often repainted with full police liveries, as part of outreach programs aimed at connecting with inner-city youth. In California, some of these cars were transformed into lowriders, making the Faction Custom a particularly fitting choice for the base variant.
