- "What makes one man on the corner of the street a ranting acid casualty and another a performance artist? Normally just some body paint. Visit NUCA and find your place in the artistic spectrum."
- ―GTA IV Manual Description
It is based on the P.S.1 Contemporary Art Center located in East Island City's real-life counterpart. The building is inaccessible to the player, however there is an accessible courtyard featuring several artworks by Bao and a large sculpture. NUCA is featured on Artthrob.org.
The use of P.45 is a play on the British termination-of-employment form P45, the equivalent of America's pink slip, implying that the artists have no real jobs. "Nuca" may also refer to "Nucka", a racial slur of African-Americans.
- A flying rat is located on a wall in the courtyard.
