“The first player to enter a marked vehicle will become the Moving Target, tasked with safely delivering the vehicle to a designated location. While the marked vehicles will be durable, it’ll take some serious elusive finesse to survive other players’ attempts to destroy you before the drop point.”
Moving Target is a Freemode Event where the player must deliver a high priority vehicle to a drop-off point. It's similar in style to Hold the Wheel, as the player must fight to keep possession of the vehicle, however they must deliver it to a drop-off point to complete the mission.
When a Moving Target vehicle is marked on the map, players have 5 minutes (not displayed) to interact with the vehicle (merely nearing it and triggering the "Enter the vehicle" instruction) before it despawns and Moving Target is no longer available.
The Valkyrie, Buzzard Attack Chopper, Insurgent Pick-Up and Technical require both a pilot/driver and at least 1 other player in the gunner position. The event will be placed into a 1 minute countdown. In which time, if a gunner fails to enter the vehicle, the mission will proceed anyway, as the Moving Target can deliver the vehicle without one.
Once the vehicle is entered, all other players in the session are alerted and the vehicle's occupants are marked as the "Moving Target". They are instructed to take out the Moving Target and if possible, steal the vehicle and deliver it for themselves. The Moving Target is given a drop-off destination where they must deliver the vehicle in 10 minutes.
If a passenger is killed, the mission can still continue, however the player who died will be eliminated from the mode. On the other hand, if the driver of the vehicle is killed, the passenger of the vehicle is told to enter the driver position. This applies to the three gunner vehicles mentioned above, too.[citation/verification needed]
Players cannot enter the Moving Target vehicle if they are in Passive Mode[1].

The type of vehicle depends on the location of the vehicle.
A selection of each of the available vehicles can appear with different colors and modifications applied. Some of these vehicles cannot be recreated outside of this mission, as they have unique colors applied which cannot be applied in Los Santos Customs.

Trivia
In the Freemode Events Update trailer, an Insurgent Pick-Up appears with regular wheels.[29] Given that the truck was Matte Desert Tan (154) in color, the truck in the game would appear with Iced Out SUV wheels. This suggests the Insurgent Pick-Up's wheel and color modifications during this mission were added later on, before the update was released.
An Insurgent Pick-Up later appears in a pre-release screenshot. The Insurgent Pick-Up in the screenshot matches one of the possible variations that can appear in Moving Target, with a Worn Taxi Yellow primary colour and Bippu SUV wheels.
