A journalist hired the Angels to find some hard evidence of Merryweather and the government getting down, and we're gonna raid the IAA to get it. First, we gotta pick some gear, night vision, all that. Oh, and an EMP to override their lockdown systems... and guess who we're getting that from? That's right. Merryweather. Let's get to it.”

The Cargobob nearby can be used to lift and transport the EMP
Steal the EMP by hovering over it with the hook deployed.
Firstly, the player is told to collect the Night Vision goggles and a infiltration ("The Shade") outfit, Pernell Moss stashed in a LSA Rumpo in a random location (either El Burro Heights or Sandy Shores), and steal the EMP device from the Merryweather guards nearby (either at the NOOSE Headquarters or San Chianski Mountain Range, respectively) by using a their Cargobob to lift it. The EMP must be delivered to a substation near the IAA Facility, which will be cut the power of the facility as soon as the player activates it once they're in.
Deliver the hard drives to the journalist waiting at the rendezvous point.
Once the power is off, the player must make their way to the War Room inside the facility and steal three hard drives from their server. Once the hard drives are collected, the player is told to leave the facility and deliver them to the journalist at a random drop-off location (either at the Sisyphus Theater, El Gordo Lighthouse or Great Chaparral).

During the mission, Charlie will give the player a random secondary task which will reward them (and each of their associates) with extra $15,000.
Backup Generators[]
