He is never mentioned by any character in the game, nor does he ever physically appear.
Although he is not seen, the game files reveal that he was to appear in a random event, where he hitches a ride back to the base, thanks the player, and gives out his phone number.
The only means of contact for Slater is to dial 3285550145 on the in-game phone, and it will go to his voicemail which contains his full name and rank.
