Joe is a drug dealer in Liberty City, not affiliated with any gang.

Events of Grand Theft Auto: Chinatown Wars[]

Joe appears as one of the many interactive dealers to be encountered by Huang Lee after being introduced to the drug dealing system in Tricks of the Triad. Joe's drug dealing spot is located in The Meat Quarter.

Throughout the game, Joe and other drug dealers send e-mails to Huang Lee regarding special deals when selling and buying drugs.
