Jerkov's is located within a 20-story office building situated on the northwest corner of Albany Avenue and Manganese Street in the Hatton Gardens neighborhood of the Algonquin borough of Liberty City. The facade of the building shares the same window and facade textures with the GetaLife Building, particularly the lower portions.
Niko can take all girlfriends and male friends to this spot, and it is particularly favored by Carmen Ortiz, Kiki Jenkins, Brucie Kibbutz and Roman Bellic. The interior of the building is inaccessible to the player and plays no role in the storyline.

- The name is likely a play on the term "jerk off", a slang term for masturbation.
- The term "cossieur" may be a deformation of the term "connoisseur" which describes an expert in matters of taste, particularly in cuisines or fine wines. The latter stems from French "connaisseur", which means "knowledgeable person"; the former, however, is meaningless.
