History[]

Background[]

Javier is the boyfriend of Janet Vance, mother of Victor, Lance and Pete. He is presumably facilitating her addiction to drugs.

Events of Grand Theft Auto: Vice City Stories[]

During the cutscene for the mission "Snitch Hitch", Javier appears alongside Janet attempting to persuade her sons that they had changed their ways. They later steal their drugs and disappear without a trace.
