Jane Hopper is a character in the Grand Theft Auto series who appears as a supporting character and a minor antagonist in Grand Theft Auto: Liberty City Stories.

Events of Grand Theft Auto: Liberty City Stories[]

She is a corrupt Liberty City Trade Union boss who has initiated a strike amongst ferry workers, in response to the construction of Callahan Bridge and Porter Tunnel that would basically put the ferry workers out of work. Jane is very relentless and refuses to back down to mob intimidation, instead piling pressure on Salvatore Leone until he pays her off to let him to use the docks to smuggle drugs into Portland.

She had also bribed the Liberty Tree reporter Ned Burner to write a story supporting their strike, which he didn't do as he promised.

When Salvatore concedes defeat and sends Toni to deliver payment, Hopper still isn't satisfied; she leaves Toni to be assaulted by her dock workers while she walks off with the cash. The strike continues, and Hopper snubs Salvatore once more by goading him during a radio interview.

Hopper apparently wants to hold out for an even bigger payoff from the corrupt city government. Unfortunately for Jane, her on-air insults push Salvatore too far. Toni poses as Jane's limo driver and drives her around town maniacally, scaring her into finally letting Salvatore use the docks.
