The truck shares the cab-over-engine "flat nose" design from the Grand Theft Auto IV iteration of the Packer, but appears to have slight changes. The front bumper is mounted in a slightly lower height than the one on the Packer and comes equipped with a large ram-bar, along with a license plate. The bolt details around the lower areas and over the grille are absent in this model, and the grille appears to be slightly narrower than the one on the Packer and bears the cursive "Jobuilt" logo above. The roof area features a different set of marker lights and dual trumpet horns, while the sides have additional frames with mounted antenna.
The rear section follows the same layout from the other semi-trailer trucks in the game, having the corresponding fifth-wheel, large fuel tanks on the sides, curved mudguards in front of the rear wheels and the same rear end, bearing the license plate on the center and the mudflaps on the outer sides. The Hauler shares the tail light arrangement with the Packer and the Phantom, including reverse lights, main lights and brake lights. Like many other cars and trucks in GTA V, the turning signals are part of the rear lights, therefore appearing to be slightly orange.
The Hauler uses the same interior as most industrial vehicles, using analog dials and gauges. The Hauler is also fitted with a CB radio, and occasional trucker chatter can be heard regardless of whether the main radio is turned on or off. The chatter will only play if playing as Trevor and in Blaine County.
The truck may spawn either with a flat roof or with a tall air deflector bearing additional marker lights on the front and a small extension behind the cabin. The primary color of the vehicle is applied on the upper area of the cabin and the front mudguards of the rear section, while the secondary color is applied on the lower areas of both the cabin and the rear extension of the air deflector. It uses the same industrial wheels from trucks like the Packer and the Phantom.

The performance the truck is average, able to maintain an average speed and is considerably good, even if it is the slowest tractor trailer in Grand Theft Auto V. Acceleration, however, is rather slow, and gear change is among the slowest in the class. The weight of the truck does not support how slow the truck is, but other factors such as its front weight and flat nose design force the truck to slow down. With no weight distribution at all, the truck is not a good pick for speeding or crashing, and is not a good choice for off-road environments, leaving its only purpose as a road vehicle. Handling is generally good, given the short wheelbase and limited speed.
The Hauler has no visible engine model due to its cab-over body design. However, the engine sound is somewhat similar to a diesel engine, which revs moderately high (yet still lower than other trucks, such as the Benson and Police Riot), and provides a significantly smooth engine sound, yet the roar produced from the engine can still be heard unlike the aforementioned vehicles, the Benson and Police Riot. The engine sound is shared with many of the trucks in the game, such as the Phantom and the Rubble.
