New daily bounty targets available to Bail Enforcement Office owners. A target will spawn daily in a random location for each player in any type of session. After the target is eliminated, the player must send a photograph to Martin Madrazo to confirm the bounty and receive the reward. An additional monetary reward is given if the player uses Madrazo's preferred type of weapon.

Assault on ATT-16 is a new Adversary Mode added with the Assault on ATT-16 Week, which involves a team of Attackers attempting to infiltrate Fort Zancudo and destroy two sets of two terminals by hacking them. Once this initial stage is complete, the Attackers move onto a full-scale naval and aerial attack on the USS Luxington ATT-16 aircraft carrier, destroying relays, hacking two more terminals, and ultimately stealing an F-160 Raiju stored inside the main hangar. Defenders try to prevent the other team from advancing through the stages.

A new feature was added within the in-game phone exclusively available for GTA+ members.

Purchasing a Bail Office location is required to run the Bottom Dollar Bail Enforcement bounty hunting agency in partnership with Maude Eccles and her daughter Jenette.

A total of 21 new vehicles have been added, as well as returning vehicles and new customization options for existing vehicles:

16 vehicles were made available for purchase.
- 9 of these were made available to purchase immediately, while 7 were released during event weeks.
4 "drift" variants of vehicles were added. These variants are simple performance modifications, similar to Hao's Special Works upgrades, and are classified as separate vehicles in the game files.
One new property vehicle was added, the Burrito (Bail Enforcement).

The Rank requirement for purchasing properties such as Apartments and Garages was removed.
The Avenger can be moved between the Hangar and Facility via the Interaction Menu.
Snack inventories now fully restock upon launching missions and Heists.

Vehicles[]

The Vulcar Nebula Turbo was made available for purchase again at Southern San Andreas Super Autos, after being removed with the San Andreas Mercenaries update.
Armor values for the RM-10 Bombushka and Sparrow were increased by 50%.
The Impaler SZ had its vehicle class changes from Sedans to Muscle.

Weapons[]

The Up-n-Atomizer can no longer be used inside most interiors.
- This change was implemented to prevent players from getting into inaccessible or unescapable areas.

Gameplay[]

The following missions and gamemodes received various increase to their base payouts:
- The following have had their payouts doubled:
- Open Wheel Race winnings were increased by 50%
- Taxi Work fares were increased by 150%
Sell Missions for the Gunrunning and Biker businesses received a 50% time limit increase; this bonus only applies when selling without associates or crew.
Lesser used options when creating a Race Lobby were moved to an "Advanced Options" menu.

Unlisted changes[]

Players can no longer move a vehicle within the Vehicle Organization menu if it is currently active. [E&E]
The Career Progress menu for the Chop Shop update now includes the update’s official artwork. [E&E]
Vehicles applied with hidden or locked liveries will now permanently unlock said livery when purchased inside a dealership, when obtained as a Prize Ride reward at LSCM, or when won via the Lucky Wheel at the casino.
- This feature is not applied to player-owned vehicles when buying another player's vehicle at LSCM.
Vehicle liveries that are exclusively used or awarded on the Expanded & Enhanced versions are now removed on last-gen and Legacy PC versions.

Players are now required to complete Slush Fund in order to purchase another player's Personal Police Vehicle from LSCM.
Players are now required to own an Agency in order to purchase another player's Imani Tech Personal Vehicle from LSCM.
Rooster McCraw, Lupe and Warehouse Staff no longer speak to the player when requesting them to source special cargo or air freight.
The Declasse Lifeguard is now classed as a 'hot' vehicle, meaning it can no longer be stored in a personal vehicle garage or workshop if found as a randomly-spawned NPC vehicle, and can only be purchased as a Personal Vehicle from dealerships.
The interior of the Penaud La Coureuse was updated, having slightly adjusted dashboard textures.
The Snowball Launcher can now be stored within a Weapons Locker loadout.
The helicopter cutscene during The Gangbanger Robbery was fixed, now correctly animating the Conada's blades.
The website description of the Police Riot was corrected, previously advertising it as a modifiable vehicle.
The Vom Feuer Anti-Aircraft Trailer was moved to the Special Vehicles list within the Interaction Menu.
Players participating in Taxi Work can no longer be targeted with homing missiles by rival players.
Any already-active Bribe Authorities abilities are now disabled when starting any Salvage Yard Robbery Tasks.
The jump/hop height of the BMX was significantly reduced.
Weapons with previously-obtained special skins are now correctly unlocked, in which they were previously locked with rank 0 requirements.
The Smuggler Trail random event was re-enabled.
Tow Truck Service now has a two-minute cooldown upon completion.
The Vapid Festival Bus is no longer listed as a valid Personal Vehicle.
The Asterope GZ had its suspension upgrade options restored and the Race Front Bumper option is now visible.
The Dorado had its exhaust upgrade options restored.
The Aleutian had its right headlight texture fixed.
The Vigero ZX Convertible had several of its bugs and oversights corrected:
- The rear quarter window now rolls down when folding the roof down.

The track featured in the announcement trailer is "Idea VII" by Holy Fuck, featured as part of the official score for the Bikers update.
The track featured in the Ludendorff Cemetery Survival trailer and in-game score during the Survival is "Smuggler Track INF" by Show Me the Body, previously featured in the Condemned Adversary Mode as part of the official score for the Smuggler's Run update.
A police variant of the Greenwood (internally named POLGREENWOOD) was one of many police vehicles to be included in a cut Cops 'n' Crooks update for GTA Online circa 2020. ^[1] The internal model name is currently taken by the Greenwood Cruiser introduced in this update.
Three different props are left unused in this update – a fence, a tombstone covered in snow, and the ghost of a North Yankton State Patrol trooper.^[2] These are all listed as part of the custom props list for the developer creator mode for the Ludendorff Cemetery Survival mode.
- Moreover, other dev custom props left in the files for the previous Chop Shop update (including the crates with unofficial logos) were removed from the game files with the release of the Bottom Dollar Bounties update.
