Fu-Kang is a character and drug dealer in Grand Theft Auto: Chinatown Wars. He sells drugs out of Fishmarket North, Algonquin, Liberty City and e-mails Huang Lee, the game's protagonist, regarding special deals when selling and buying drugs.
His name is possibly a play on the name of Liu Kang from the Mortal Kombat series as well as the word "fucking".
