The Enforcer is a law enforcement vehicle featured in Grand Theft Auto III, Grand Theft Auto: Vice City, Grand Theft Auto: San Andreas, Grand Theft Auto: Liberty City Stories and Grand Theft Auto: Vice City Stories.
Design[]
In all of its appearances, the Enforcer is depicted as a large armored transport van used by the law enforcement (specifically, elite paramilitary tactical units). The Enforcer is an excellent choice, as its heavy weight makes it suitable for ramming power and also serves as a roadblock vehicle when needed. One of the noticeable features is that the player will gain Body Armor upon entry of the vehicle.
Between Grand Theft Auto III and Grand Theft Auto: Vice City Stories, the Enforcer is designed as a truck-based, long chassis emergency response vehicle, apparently based on a 1980s-1990s NYPD Freightliner "E33" Emergency Service Unit truck[1][2], similar in body construction, livery design and minor details and also on the Ford L-Series; differences were negligible between games.
The Enforcer usually bears "POLICE" markings, except for Grand Theft Auto: Vice City and Grand Theft Auto: Vice City Stories, where it has "SWAT" markings (as some forces ceased to officially use the term SWAT over time, this may be seen as a nod to historical accuracy). Police liveries of the Enforcer depend largely on those found on local Police cars, although for Grand Theft Auto: Vice City Stories, the game's Enforcer features a black-and-white livery, contrary to the VCPD Cruiser's green-and-white livery. Much like the "Police" car, the Enforcer in Grand Theft Auto III is revealed in a pre-release screenshot to originally feature a blue-and-white livery; it can be assumed that the September 11, 2001 attacks in New York City may have prompted the same recoloring that gave the vehicle its present black-and-white color.
As with all emergency/police vehicles, the Enforcer is equipped with sirens and lights which will cause other traffic to move out of the way when active. Although supposedly heavily armored, the truck is not bulletproof, although it is relatively resilient. It has seating for up to four people, including the driver.
Performance[]
The overall performance of the Enforcer is average-to-good. While large and heavy, the powerful engine of the Enforcer allows it to accelerate well and reach high top speeds, while its cornering can be properly negotiated via the use of the handbrake. Its low clearance, small wheels and heavy weight, however, make it unsuited on rough terrain, where it may roll easily.

In all of its appearances, the Enforcer is called out once the player has reached a four-star wanted level, containing SWAT Officers.
Grand Theft Auto III and Grand Theft Auto: Liberty City Stories[]
- Parked in the backlot of the Staunton Island police headquarters. The gate into the area will only open if the player has a police vehicle. Alternately, the player can enter around the gate using the elevated veranda of the station's front entrance.
- It is parked near a police car next to the fence wall (GTA III).
- It is parked facing the cells (GTA Liberty City Stories).
Grand Theft Auto: Vice City[]
- Parked at the parking lot of the Vice Point police station (except for the original PS2).

- Introduction - Claude, 8-Ball and Old Oriental Gentleman were transported in an Enforcer with a police escort before being intercepted by the Colombian Cartel members. After the collapse of the Callahan Bridge, a wrecked form of the Enforcer is seen along with a wrecked Mafia Sentinel.
- Chaperone - The police raids the party in the docks with an Enforcer.
- Decoy - A police line up near the Securicar features several Enforcers.
- Import/Export - The Enforcer is one of the 23 vehicles wanted for the Portland Island portion of the Import/Export side mission.
Grand Theft Auto: Vice City[]
- The Job - After Tommy's crew rob the bank, two Enforcers block the entrance.
Grand Theft Auto: San Andreas[]
- Reuniting the Families - Two Enforcers block the motel's entrance before CJ enters it.
- Small Town Bank - Two Enforcers block the minor alleys behind the bank, forcing CJ and Catalina to go straight to the end of the main alley.
- Dam and Blast - Two Enforcers and two Rangers arrives at the dam in attempt to arrest Carl but he escapes by jumping into the water below the dam.
Grand Theft Auto: Liberty City Stories[]
- Smash and Grab - A Police Car and an Enforcer is seen used by the police to respond to the robbery involving three Leone Crime Family members at an AMCo. gas station in Harwood.
Trivia[]
- If the player enters an Enforcer, they will receive a full Body Armor if they didn't have it before. If the player lost some of their armor, it will be 100% again. If the player tries to store the Enforcer in a garage using a tow truck, the body armor will disappear and will not be equipped next time the player enters the Enforcer.
- In GTA III and GTA Vice City, Enforcers have red-and-white lightbars; the GTA San Andreas version features red-and-amber lightbars. Both lightbars, however, flash red and blue when active.
- The grille of the Enforcer in the Mobile version is remastered.
- In GTA III, GTA Vice City and GTA Vice City Stories, the Enforcer doesn't feature a rear license plate.
- In GTA San Andreas, the Enforcer has LSPD (Los Santos Police Department) markings, regardless of where in the state it appears.
- The Enforcer has been featured in Manhunt 2 as a van for the Project Militia.
- The Enforcer in GTA Vice City Stories has a black and white livery (similar livery to GTA III, GTA San Andreas, and GTA Liberty City Stories versions), which is odd, as the VCPD uses green and white livery.
- The Enforcer in GTA Vice City Stories can be turned into a fully black vehicle by making use of the EC Black Conversion trick featured in the mission In the Air Tonight.
