Elan Luz Rivera
Elan Luz Rivera (born in 1982 in New York City, New York) is a Puerto Rican-American voice actress, Broadway actress and singer who debuted in 2005 as one of the singers in the band The D.E.Y. She provides the voice of Carmen Ortiz in Grand Theft Auto IV.
