Dr. Phillips is a character that is heared on the Grand Theft Auto: Vice City radio station KCHAT. He is a worker for an unknown mental clinic in Vice City. He and his assitant take Mr. Zoo (Pat Flannerdy) out of the radio station by puttting him in a straight jacket and giving him a slepping pill after he bothers an animal (in the wrong way). He apoligises to Amy Sheckenhausen, the interviewer, telling him that Pat is a very mentally sick man and leaves.
