Background[]
Dell is an Internal Affairs officer of Vice City Police Department who investigates another VCPD officer, Samuel Deever, for his crimes.
Events of Grand Theft Auto[]
In 1997, Samuel Deever forces the GTA Protagonist to murder Dell before the latter arrives at the police station. When Dell is confronted by the protagonist, he panics and tries to run away, but is eventually chased down and killed.
