Dead Drop begins as soon as one person picks up the package that appears on your Radar. From there, each player battles to be the one holding the package when it reaches the destination marked on your map.
Rockstar Newswire description

Players have to pick up a package from a specified location and deliver it to another designated location.

This Freemode Event was one of three Freemode Events to be removed from Grand Theft Auto Online, removed as part of the After Hours update. The other two are Kill List Competitive and Moving Target.[1]
