Dr. Dale Jenkins is a character in Grand Theft Auto V.
He appears in the website Acceptthechaos.com. He's a famous British atheist and he has been voted Britain's Atheist of the Year, 2008 as a result of his lecture.
He also has his own star on the Vinewood Walk of Fame in Downtown Vinewood.
Trivia
He's probably based on the British biologist and writer Richard Dawkins whose advocacy of atheism has drawn controversies.
