The Coil Compact EMP Launcher is a weapon that appears in Grand Theft Auto Online as part of the The Contract update.

The Compact EMP Launcher is a handheld pistol-styled grenade launcher. It is reminiscent of what is basically a cut down and oversized version of the M320 platform and airsoft styled handheld grenade launchers.
It has a ribbed grip as well as fire-selector switch and vented sections on the receiver, and prominently features a skeleton frame surrounding the barrel. It also features a holographic targeting system placed near the end of the barrel.
The weapon has similar markings to the Railgun, and is stated to have "1.51 gigawatts".

The weapon is functionally similar to the Compact Grenade Launcher, featuring identical projectile ballistics. It is a single-shot weapon that automatically adjusts its arc based on what the player is aiming at. Grenades fired by the Compact EMP Launcher also bounces off of surfaces and will detonate after one second, but will always detonate when directly impacting a player or vehicle. Similar to the Compact Grenade Launcher, it may also be used as a drive-by weapon on a motorbike or when on the passenger side of certain helicopters.
However, unlike the Compact Grenade Launcher, this weapon fires specialized EMP grenades that disables the engine of struck vehicles for five seconds, or three seconds against electric vehicles. These grenades deal very little damage and knock back, but will stun NPCs for five to ten seconds. The effectiveness of the weapon is questionable, as it is relatively difficult to hit moving targets due to its slow travel time (40 m/s), arcing projectile, and small area of effect (three meter radius). Even with a successful hit, the vehicle is only temporarily disabled and will return to normal functionality after only five seconds. The EMP effect will not disable the weapons of the affected vehicle, either.
Against low-flying helicopters and on a generally flat terrain with no obstacles, it is possible to force one to land without causing them to crash, similar to when heavily damaged. NPC passengers may exit the vehicle while the pilot will remain inside, and will likely take off when the EMP wears off. This can be used as an advantage to steal a helicopter and use it for their own, but care should be taken not to fire too many rounds (as aircraft are more sensitive to damage). Moreover, there may be instances (mainly missions and free mode scenarios) where a helicopter will have its lights off upon being hit by an EMP round, but won't shut down at all and will remain flying.
Although not specified, the weapon uses blue variations of the 40mm rounds seen on the hand-held grenade launchers and the vehicle-mounted variations.
