The Columbus Avenue-Emerald Street Building is located in the Chinatown neighborhood of the Algonquin borough of Liberty City. It is bounded to the west by Columbus Avenue, to the north by Emerald Street, and to the east by Wong Way. It is a mixed-use building most notably home to the Videogeddon arcade on the corner of Columbus Avenue and Emerald Street, alongside a handful of small businesses. Although the building is inaccessible to the player, it plays an important role in Grand Theft Auto IV.

Events of Grand Theft Auto IV[]
It is in front of the Videogeddon arcade that Niko Bellic encounters Jayvon Simson and his girlfriend Cherise Glover, Dwayne Forge's ex-girlfriend, in Ruff Rider. When, on seeing Niko, Jayvon embarks on his motorcycle and flees, the player is confronted with the dilemma of sparing or killing Cherise.
