Civilization Committee Complex, also known as the Civilization Plaza, is the headquarters of the Civilization Committee in Grand Theft Auto IV and Grand Theft Auto: Chinatown Wars located in Hatton Gardens, Algonquin, Liberty City.
Description[]
The Civilization Committee Complex is located in the Hatton Gardens neighborhood of Algonquin, Liberty City, overlooking the Humboldt River. It is located on Albany Avenue, and in the east end of Lorimar Street, opposite the Africa Tower and the Prosperous Towers apartment complex. The Civilization Committee skyscraper, dubbed the CC Building, is located in the center of the complex.
The building is heavily guarded by the LCPD (armed with Carbine Rifles) and trespassing into the complex will immediately result in a 4-star wanted level. According to a police commercial, the officers can arrest protestors for straying outside of the "free speech zone."[1] Despite the dangers of entry into the complex, a unique stunt jump is situated within the area, where the player must jump off the roof of the complex's assembly hall and land in the garden below. The only civilians on the premises are the LSD cleaners maintaining the garden.
In Grand Theft Auto: Chinatown Wars, despite there occasionally being three Police Officers stationed at the entrance, no wanted level is gained on entry and Pedestrians freely roam the complex. Two of the 100 hidden Security Cameras can be found within the complex and must be destroyed in order to achieve 100% Completion.
The complex itself plays no major role in any of the storylines.
Influence[]
The complex is inspired by the Headquarters of the United Nations[2] located on 405 East 45th Street, New York, United States. It includes the Secretariat, Conference, and General Assembly buildings, and the Dag Hammarskjöld Library.

The complex consists of several structures, including the main skyscraper (dubbed the "CC Building"), a Library building and other unnamed buildings inspired by the real-life UN Headquarters.

The complex also features a garden on the north end, where several sculptures are located. Inside the courtyard, there is a statue with a traffic cone on its head, a recurring Rockstar North reference to the Duke of Wellington statue in Glasgow.
