Cindy is a waitress at Maisonette 9 working for Tony Prince.
Events of The Ballad of Gay Tony[]
Cindy is briefly seen during the mission Chinese Takeout, and has a short amount of dialogue in Boulevard Baby after Tony orders her to give Luis Fernando Lopez, Ray Bulgarin, and Timur a round of drinks on the house.
When competing in the Champagne Drinking Contest, Cindy brings the bottle of champagne up to Luis, and puts a lit sparkler into the neck of the bottle.

Cindy has the same character model as Cloe Parker and Shirley Harlingford, though she has black hair whilst Parker and Harlingford are brunettes.
