Bruce is an agent of the Vice City Bureau of Investigation mentioned in the Flash version of the official Grand Theft Auto: Vice City website.
When accessing criminal records, controlled items and impounded vehicles, he is asked by his colleague Bob to retrieve the files on the people or items in question.
The dialogue between Bruce and Bob strongly suggest that Bruce is romantically interested in Bob, who ignores his advances. For example, Bruce will sometimes ask if Bob wants to go out and get a drink after work.
