The Bovver'64 is a medium-sized hovercraft comparable to the Vortex from Grand Theft Auto: San Andreas. However, it bears a much more realistic design, with a large fan on the back, roll bars on the driver's area and rearranged steering controls, as well as being much larger than the Vortex.

Like the Vortex, the Bovver'64 lacks stable control as it has no grip and is considerably below average in speed; however, it can be driven on both the streets and the water. If it flips over when on the water, it is impossible to get it back up again.
Also like the Vortex, the Bovver'64 is coded in the game as an aircraft and thus, it is easily damaged and destroyed, in addition to having the same explosion as the other aircraft in the game. The Bovver'64 cannot be repaired at a Pay 'n' Spray.

- The Bovver'64 appears in the mission White Lies, where this vehicle is used to collect packages falling from a helicopter.
- It is also used in the side missions Haiti Hover Race and Harbor Hover Race.

- One is located near the junkyard in Little Haiti. Entering it activates the Haiti Hover Race side mission. It only spawns here after passing From Zero to Hero.
- One is located by a jetty at the stilt houses in Viceport. Entering it activates the Harbor Hover Race side mission. It only spawns here after passing From Zero to Hero.
- It can be bought on the jetty next to The Clymenus Suite safehouse in Vice Point after the completion of White Lies for $4,500.

- The Bovver'64 is one of six amphibious ground-based vehicles in the Grand Theft Auto series, the other five being the APC, the Blazer Aqua, the Splitz-6 ATV, the Technical Aqua and the Vortex hovercraft.
- The name could be a reference to Hover Bovver, a British video game made by Jeff Minter in 1983, while the "64" could refer to the Commodore 64, one of two game platforms it was released for.

- Whenever the player activates the horn, the camera focuses straight on the Bovver'64.
- The beta version of the Bovver'64 did not have rollbars.
