Blaine County Talk Radio is a public talk radio station featured in Grand Theft Auto V. It was established in 1998, as stated on Duane Earl's Lifeinvader page. It is only available when the player crosses the county line into Blaine County. Once the player crosses back into Los Santos County, the signal is lost and it is replaced by WCTR.
