The Ballot Paper Factory is a factory located in Fort Staunton, Staunton Island, Liberty City. It was run by the Forelli Crime Family in 1998, during the events of Grand Theft Auto: Liberty City Stories.

The factory is owned by the Forellis for making voting machines. In 1998, Donald Love orders Toni to go down to the factory and cause a malfunction. Toni first goes to Phil Cassidy's Fully Cocked Gun Shop and collects a flamethrower that Love had already paid for. Toni then drives to Fort Staunton and destroyed eight pallets of fake ballot papers and then the two printing machines, also killing a number of Forelli family members as well as for attempting to vote rig the election in favor of Miles O'Donovan.
The factory is later destroyed in the Fort Staunton explosion. By 2001, the factory, along with the other destroyed buildings, has been demolished.
