Based on the design of most of its vehicles, it is most likely based on Volkswagen. Bürgerfahrzeug translates from German as civilian's vehicle, a reference to to the fact that Volkswagen translates as people's car.
BF was founded some time during the 20th century, and the BAWSAQ description of the company mentions "a serious blip" between 1939 and 1945, a reference to Volkswagen manufacturing civilian and military vehicles using slave labor for the Nazi Reich during World War II.
