Area 1: Downtown is the first mission area featured in Grand Theft Auto 2. The "chapter" is entirely set in the Downtown District of Anywhere City and all missions are given to Claude Speed by the bosses of the Yakuza, the Zaibatsu and the Loonies (Johnny Zoo, Trey Welsh and Elmo, respectively) via payphones found in their respective gang turfs.

Description[]
These missions revolve around the player assisting the three gangs in their various crimes. The value required to complete the area is $1.000.000, which unlocks the next area: Residential. After reaching the target score, the player can leave the district even before completing the gang jobs, although this makes it impossible to achieve 100% completion of the chapter.
For completing a mission, the player earns money, respect and a score multiplier. There are three levels of mission difficulty:
Green: Easy difficulty; Minimum respect required. (Rewards the player with $20.000)
Yellow: Medium difficulty; Moderate respect required. (Rewards the player with $40.000)
Red: Hard difficulty; Maximum respect required. (Rewards the player with $60.000)
The compass with three colored arrows around the player indicates the starting point of each gang mission. Each arrow color represents a different gang in the Downtown District. Note that the arrow colors are the same as the "respect-o-meter" bars for each gang shown in the top left corner of the HUD.
The Downtown District allows a maximum wanted level of four, which results in the SWAT team chasing the player.
To save the game, the player needs to find the Jesus Saves church in Avalon and pay $50.000. A TV Van can be used by the player to track down the church location, as the antenna on top always points towards it.

In the PC and Dreamcast version, all items, weapons and power-ups can be found in various locations of Downtown District. Certain power-ups can only be acquired as Car Crusher Bonuses.
